E. Lance Williams

Edward Lawrence Williams II “Lance” serves as the Head of US Government Relations for Barclays, a transatlantic consumer and wholesale bank.

Prior to Barclays, Lance served as a Senior Director at the Nuclear Energy Institute (NEI) and as a Director for U.S. Government Affairs at bp America, where he worked to drive clean energy policies in both capacities. He previously served in politically appointed positions as business liaisons at the United States Department of the Treasury and the United States Department of Commerce. He also served on the Steering Committee for the White House Business Council. In these capacities, Lance was a business advocate in the Obama Administration, ensuring that the private sector and public interest groups had access to senior government officials to enable informed policy making decisions.

In 2008, Lance joined Presidential Hopeful and then-Senator Barack Obama’s Campaign for Change as a volunteer in Chicago, and then as an Organizer and Base-Vote Director in Georgia and Florida, respectively. Lance started his career with BP’s sales and trading business in Chicago, IL as an Analyst.

Lance received his bachelor’s degree from Morehouse College and currently resides in Maryland with his wife LaRae Holliday and three daughters, Layla Madison, Anaya Grayce, and Nyla Joy.
